From the Menu panel, click on Content -> Blog -> Category. On clicking the Category option, the List Of Post Categories page will come up on the screen. On the top right of the page, click on the Add New button which will direct to the Add Post Category page where a new blog category can be created.

Enter the title of the Category Name and select Active from the Select Status. Once done click on Save and Close button.
